Dr. Randhir Kumar is a distinguished human rights defender, visionary institution-builder, accomplished academician, policy contributor, and dynamic leader whose work reflects a profound commitment to social justice, educational transformation, governance, and global human rights advocacy.

As the Founder Chairman and National President of the National Human Rights and Crime Control Bureau (NHRCCB), established on 7th November 2017, he has played a pivotal role in institutionalizing civil society participation in safeguarding human rights and strengthening democratic accountability across India.

With over 15+ years of extensive experience spanning administration, leadership, teaching, research, policy engagement, and grassroots social work, Dr. Kumar has emerged as a credible and influential voice both nationally and internationally. Dr. Kumar's journey in social service began during his university years in 2012 when he actively contributed to the UNNAYAN initiative, an educational outreach program of the Central University of Jharkhand. Through this initiative, he provided free education to underprivileged tribal children for four consecutive years, demonstrating early commitment to inclusive education.

In 2014, he founded the Naman Foundation, which has now evolved into the Naman International Foundation for Education and Social Research, a prominent organization dedicated to education, research, and social empowerment.

Under his leadership, the foundation has:

  • • Organized the Naman Olympiad (2015 & 2016), engaging 20,000+ students across Jharkhand, especially from tribal and backward regions
  • • Conducted numerous educational, motivational, and awareness programs in rural and underserved communities
  • • Promoted Digital India initiatives and supported Skill Development Missions (PMKVY 1 & 2)
  • • Trained and empowered youth across multiple districts including Ranchi, Gumla, Lohardaga, Chatra, and Giridih

  • • Served as Personal Assistant to the Hon'ble Governor of Jharkhand, operating within the highest constitutional office and gaining extensive experience in governance, executive administration, and public policy formulation; entrusted with highly confidential assignments, including drafting official communications, preparing policy briefs, reports, and sensitive documentation. Actively managed high-level protocol responsibilities, coordinating official engagements and visits of dignitaries such as the Hon'ble President, Vice-President, and Prime Minister of India, ensuring strict compliance with protocol, security standards, and administrative procedures. Demonstrated strong capabilities in strategic coordination, inter-departmental liaison, crisis management, and execution of state functions, while maintaining the highest standards of confidentiality, discretion, and professional integrity.
